Police report: Subcontractor accused of cutting pipes after labor dispute

A contractor working on a Carstensen Road house accused a former plumbing subcontractor of damaging pipes in the house Sept. 22. According to the contractor, the subcontracted plumber was hired to do extensive renovation work in a second floor addition of the house at the beginning of September. The contractor paid the plumber $2,000 for materials and a down payment on labor. Black PVC piping was purchased, and the plumber allegedly started taking measurements for the work. After two weeks, the plumber's work was deemed substandard, and the plumber was accused of not showing up on time for the job. On Sept. 17, the contractor fired the plumber and hired a replacement. The replacement plumber was almost finished with the job when the discharged plumber returned to the job site to collect his tools. However, while retrieving his tools, the discharged plumber allegedly used a hand saw to cut pipes and destroy the other plumber's work. The plumber eventually left the house with black PVC piping that he said belonged to him. Police are following up.
Stolen bike
A Dunham Road man's 28-inch, dark gray Raleigh Touring bicycle was stolen from the East Parkway bike rack at Scarsdale train station sometime between 5:30 a.m. and 5:30 p.m., Sept. 27. Only the bike's broken lock remained at the scene. The bike's estimated value was $200.
Identity theft
A Brambach Road woman reported fraudulent activity amounting to $1,206.39 on her bank account Sept. 22.
On Sept. 28, a Ferncliff Road resident reported someone filed fraudulent tax returns in multiple states. On Sept. 25, the man received a call from the State of Maine tax department. Shortly thereafter, the man received three fraudulent state tax refund checks from the Connecticut, Michigan and Missouri. The man said he has not yet filed his own 2013 tax return, as he requested an extension.
Harassment
On Sept. 25, a man reported an acquaintance was repeatedly harassing him at work. Police are following up.
On Sept. 26, an Edgewood man reported receiving four unwanted and harassing phone calls within the span of two hours Sept. 20. Police called the number that appeared on the man's caller ID; however, it was not in service. Patrol explained the number displayed may have been a "spoof number" and not the actual number from which the calls originated.
Suspicious man
A white man with blond hair, approximately 40 years old and driving a red GMC Arcadia, stopped in front of a Secor Road house and attempted to engage the homeowner in conversation about her house Sept. 22. According to the homeowner, the man had a speech impediment and was difficult to understand. Alarmed, she called police. Police canvassed the neighborhood and scheduled precautionary ridebys.
Suspicious bucket
A passerby reported a five-gallon green bucket containing an unknown substance at Tompkins and Butler roads Sept. 25. Police removed the bucket and confirmed it was safe. It only contained water.
Car use
A Fox Meadow woman reported her son was attempting to take her car without permission Sept. 25. When patrol arrived, the woman advised there had been a misunderstanding. She said her son had not been trying to take her car; he was only removing personal items from the car.
Street signs
A caller saw a car strike and knock down a "divided highway" traffic sign while exiting the Hutchinson River Parkway on Mamaroneck Road Sept. 22. The car had already left the area, but the sign was lying on the ground in its wake. Patrol notified the highway department for repair.
Three young women came to headquarters at 11 p.m., Sept. 25, reporting they had found a street sign for Richelieu Road. Police informed the highway department.
Taxi talk
A caller reported a dispute with a taxi driver on Tompkins Road at 1:15 a.m., Sept. 26. Upon speaking with the taxi driver, police learned the passenger was allegedly intoxicated, had provided the driver with conflicting directions and was not clear about his destination. The passenger told police he wanted to go to White Plains but the driver tried to drop him off in an unfamiliar location. The taxi driver refused to take the passenger further, and the driver was not compensated for the original fare. The passenger said he would walk home to White Plains or look for another taxi.
No pay
A Spanish-speaking laborer called police because a contractor refused to pay him for four days of work at a Brookby Road job site, as agreed, Sept. 29. The contractor said he was unable to pay the laborer although he admitted the laborer had provided four days of work. As the two men were unable to reach an agreement, police advised on settling the dispute through a civil action. While investigating the call, police noticed the contractor's vehicle was in violation of parking left to curb and of not displaying a Westchester County contractor's permit. Patrol issued appropriate citations and advised the contractor to call someone to move the vehicle, as no one on scene possessed a valid driver's license.
Help
Police checked the welfare of a Fox Meadow Road man and determined he was OK Sept. 23.
Police checked the welfare of a different Fox Meadow Road man Sept. 25.
A resident gave a rifle and a BB gun to police for destruction Sept. 25. The resident said he had been the owner of the guns for 50 years.
An 11-year-old Edgewood boy called police because he was home alone and an unknown man kept ringing his doorbell at 11:30 p.m., Sept. 25. Patrol spoke with the boy's mother and determined the doorbell ringer was a taxi driver. The taxi driver had arrived for a previously scheduled pickup without knowing the pickup had been cancelled.
Cars and roadways
A caller reported an ice cream truck parked outside of Edgewood School Sept. 22. When police arrived, the ice cream vendor was no longer there.
While on routine patrol, police noticed an unsafe traffic pattern caused by Con Edison on Post Road Sept. 23. In order to use a wet saw to cut holes in the roadway, Con Edison workers closed 75 feet of the northbound lanes and positioned cones to direct northbound traffic into a southbound lane. However, there were not any flaggers, workers or police officers to direct cars through the detour. Patrol contacted the crew's supervisor and stood by until all traffic lanes were reopened. The supervisor promised to provide a safe traffic cone pattern and flaggers prior to starting work the next day.
Police removed a low hanging wire from Carthage Road and notified utility providers Sept. 25.
A car broke down on Weaver Street Sept. 27. Police helped the driver arrange a tow to a Yonkers repair shop.
Firefighters saw two people arguing over a parking spot on East Parkway and notified police Sept. 28. The people left the area on foot prior to patrol's arrival.
Six car accidents were reported in the village this week.
Animals
Police escorted a loose black and white dog, found on Morris Lane, back to its Morris Lane owner Sept. 22.
On Sept. 22, police found a loose dog at the intersection of Murray Hill Road and Morris Lane Sept. 22. New Rochelle Human Society was notified and picked up the dog. Police issued a Village Code Appearance ticket to the unknown owner and provided it to NRHS.
A woman called police to report an animal, believed to be a mole, was walking "very slowly" on Brookby Road Sept. 24. The slow-moving mole was gone when police arrived, and nearby landscapers said they had not seen it.
Sewage backup
A foul odor, thought at first to be natural gas, summoned police and firefighters to a Tunstall Road house Sept. 22. Firefighters determined the odor was coming from a sewer line backing into the house. Police stood by while firefighters flushed sewer lines in the street.
Lost and found
A woman reported losing a yellow metal ring in the village Sept. 23. The ring was described as a design with inverted hearts.
A woman reported leaving her cell phone and driver's license on the check out counter at Scarsdale Medical Center, on Heathcote Road, Sept. 24. Medical center employees looked for the phone but did not find it.
Village code
Patrol issued summonses to landscapers using gas-powered leaf blowers on Foxhall and Fox Meadow roads Sept. 23 and Rodney and Mamaroneck roads Sept. 26.
After neighbors complained, a Harvest Drive contractor apologized for making noise from an idling truck at 7 a.m., Sept. 26.
On Ogden Road, police advised a travelling magazine salesman he needed a permit to solicit in the village Sep. 26.
A magazine salesman on Walworth Avenue was issued a summons for soliciting without a permit Sept. 26.
Police issued summonses to the registered owners of two cars parked on a Brown Road lawn Sept. 27.
Arrest on warrant
On Sept. 26, Elizabeth A. Lopez, 25, of New York City, surrendered herself at headquarters on the strength of an active arrest warrant issued out of Scarsdale Village Justice Court for violations related to a traffic accident on Dec. 11, 2013. She was arrested and released on her own recognizance, with an appearance ticket.
Fire Report
Smoke coming from beneath a car on the Hutchinson River Parkway was traced to a charred alternator and wiring Sept. 22. Firefighters stood by for a tow.
Gas igniters were activating on a Walworth Avenue stove, although all knobs were in the "off" position Sept. 22. Firefighters disconnected power to the stove and advised calling for repair.
Firefighters determined a turpentine-like odor in a Tunstall Road basement was caused by sewer gases Sept. 22. They vented the sewer system, and the odor dissipated.
Firefighters helped a Stonehouse Road resident get into her house after she accidentally locked herself out Sept. 23.
A plate of food caught fire in a Bradford Road oven Sept. 23. It self-extinguished before firefighters arrived. An attic fan was used to ventilate the house. The oven was undamaged.
Firefighters could not find the source of an outdoor smoke odor on Chesterfield Road Sept. 23. Eventually, the odor dissipated.
Following up on a false carbon monoxide alarm in a Roosevelt Place house, firefighters discovered a gas leak in the basement Sept. 24. They stood by for Con Edison.
Firefighters spread Speedi-Dri absorbent around a slight oil spill from a boiler in a Fountain Terrace house Sept. 24.
Firefighters discovered a gas leak in a Weaver Street sewer Sept. 26. It was in the jurisdiction of New Rochelle, so New Rochelle firefighters and police were notified.
An outdoor smoke odor on Innes Road was traced to a fire pit Sept. 26.
A six-foot-square area of mulch was smoldering on Mamaroneck Road Sept. 27. Firefighters extinguished it with pressurized water.
Following up on a slight natural gas odor in a Franklin Road house, firefighters shut gas to a stove with a broken knob and advised calling for service Sept. 27.
Firefighters deduced a Meadow Road power failure was caused by a burned transformer, possibly instigated by an animal Sept. 28. Firefighters found a dead squirrel, the presumed culprit, lying near the utility pole with the burned transformer. Two primary breakers were tripped open at another utility pole.
Firefighters shut gas and electricity to a malfunctioning pool heater on Morris Lane Sept. 28.
This week, firefighters assisted at four accidents in the village. They responded to one false carbon monoxide alarm and 24 false alarms caused by device malfunction, cooking smoke, shower steam, burnt toast, a power failure and the manual activation of a panic button.
Scarsdale Village Justice Court
-Demetrius Borden returned on warrant, related to charges of probation violation. The court set bail at $200 and adjourned the case to Oct. 18.
-F. Garcialbarra pleaded guilty to the reduced charges of driving without a license and a registration violation. He was fined $436.
-Darrell L. Jones pleaded guilty to the reduced charges of driving without a license and disobeying a traffic control device. He was fined $356.
-Fred A. Yannantuono was arraigned on charges of driving while intoxicated (first offense), aggravated DWI and a stop park violation. His license was surrendered pending prosecution. Hardship privileges were granted. Yannantuono was assigned, for evaluation, to Treatment Alternatives for Safer Communities. The case was adjourned to Oct. 22.
-Jose L. Damian pleaded guilty to using a gas-powered blower. He was fined $75.
-The court set trial for Lillian V. Rangel on charges of driving without a license and violation of miscellaneous traffic rules.
-The district attorney withdrew charges from two defendants charged with vehicle and traffic violations.
-The court issued two arrest warrants and one warrant letter to defendants who did not appear in court as directed. Additionally, the court noted one defendant charged with a village code violation did not show up for his scheduled court appearance.
Adjournments included some cases with the following charges: operation of a motor vehicle under the influence of drugs, second-degree identity theft, fourth-degree grand larceny, fourth- and fifth-degree criminal possession of stolen property, second- and third-degree possession of marijuana, DWI (first offense), aggravated DWI, DWI with a blood alcohol level of at least .08 of one percent, driving while ability impaired, third-degree criminal possession of a controlled substance, fifth-degree criminal sale of a controlled substance, various vehicle and traffic violations and village code violations.

Sneaker Thieves, IRS Scams and a Port-a-Potty Dispute

A young man from Crest Lane reported that several items were taken from his home on September 15th. Four people came to his house in response to an ad he posted to sell a pair of Nike Air "yeezy" sneakers for $800. The prospective buyers took a look at the sneakers and told the Scarsdale man that they were fakes and then asked if there was anything else for sale at the house. The four visitors came into the house, looked around and inquired about a television, macbook desktop computer and a boombox and the young man said he called his mother to ask if it was okay to sell the items. The buyers gave the young man $270 for the sneakers and other items, promising to pay an additional $1,000 later that night. The buyers never returned with the additional funds and police were unable to reach them.
Videotape: The Scarsdale Varsity football coach called police on 9/17 when the JV coach reported that someone was videotaping the students at practice on Dean Field at SHS. The JV Coach asked the man what he was doing and he left on foot and walked toward the library. The coach saw the man throw what appeared to be a notebook in the stream and then get into a 2001 Dodge Dakota pickup truck at the library. Police canvassed the area for a truck matching the description but were unable to find it. The coach surmised that the man may have only been scouting the team.
Asleep: Thoman Latoundji was found sleeping in the Christie Place Garage at 12:35 am on September 17. He told police he came to Scarsdale for a safe place to sleep. Police offered to help him find a shelter but he refused and left the area. At 6:46 am Latoundji was found again, this time sleeping in an alley behind Zachys. He told police he was headed to Yonkers.
IRS Scams: Residents continued to be plagued by scam calls from someone claiming to be fro the IRS. A Carman Road woman got a call stating that the IRS was filing a criminal charge against her on 9/18. Also on 9/18 a Griffen Road woman said that she received two voicemails from the IRS tax crime investigation department telling her that she needed to call back. If not the called said, I "wish you good luck as the situation unfolds on you." Also that night a Lee Road woman got a call from John White of the IRS crime investigation department who said there was a warrant due to lack of paying her taxes.
Construction Woes:
Port –a-Potty: On 9/20 a Nelson Road man called police after a woman used the port-a-potty that was set up on his lawn for contractors doing renovations at his house. He told the woman that she should not be on his property and then an unknown man yelled at him and threatened to beat him up. When police arrived, the "unknown man" appeared and said the homeowner had threatened to call his lawyer, beat him up and sue him.
On the morning of September 18 a woman from Farragut Road called police about three trucks that were idling in front of her home and emitting fumes. Police came by and told her that the construction people were running a generator to power their equipment and said it was a safe distance from her home.
On Dell Road a resident reported that construction vehicles were parked on both sides of the road causing hazardous conditions on the morning of 9/18. Police asked the workers to move the trucks.
Identity Thefts:
A Highland Road man reported that fraudulent checks were issued on his business account and during May and June seven checks were cashed against his account at Signature Ban and nine checks were cashed at Hudson Valley Bank. The man told police that in May some of his business checks were stolen from his office in N.Y.C.
A Grand Park man was also the victim of identity theft. A check for $5,000 had been posted to his account on 9/19 and the check was a different style than his checks and the number was out of sequence. He suspected that a repairman who came to his home in July could be a suspect.
Damage: A Pennsylvania man told police that a curb at Freightway Garage damaged the muffler on his car on 9/21.
Found: A Manhattan woman turned over a watch to police that she found at a field Quaker Ridge School on September 13th.
A newspaper deliveryman called police at 5:05 am on September 18 when he spotted a coyote in the driveway of a home on Elmdorf Drive.
Lost: A Brown Road woman said she lost her white IPhone 4 on September 15.
Arrests:
Tanya Madrid, age 36 of the Bronx, surrendered to Scarsdale police on 9/16 in response to a bench warrant for her failure to appear for a scheduled court appearance. She was given a new court date of 9/17.
Fernando Garcia Ibarra, age 20 of Mount Vernon also surrendered to Scarsdale Police in response to a bench warrant for unlicensed driving on 9/18. He was given a court date of 9/24.

Kids Party In Vacant Homes and More from the Police

Empty Houses: Police received a report about youths gathering in an unoccupied home on Fairview Road at 11:49 pm on September 6th. A neighbor said that about 20 kids were inside the house and another 10 outside holding what appeared to be alcoholic beverages. The man said he also heard one of the kids vomiting.
Police went to the house and found that the front window of the house had been broken by a large rock that was thrown in from the outside. Inside they found empty beer cans and cups in the yard, as well as a wet $20 bill. Prior to going to the house, at 11:10 that night, police received another call about loud youths in the area. Police stopped them and they said they were walking to the home of a friend on Windmill Lane.
Police received a call about a group of youths congregating near an abandoned home on Richbell Close on the evening of 9-5. They investigated and found no evidence that the kids were hanging out behind the house.
Exposed:
Police released this photo of the suspect at TJ Maxx The suspect exposed himself to three children and then fled the store.

Credit Card Fraud:
Greenburgh Police stopped a car at the intersection of Central Avenue and Route 119 on Monday afternoon and were surprised at what they found. The occupants of the car had forty-one fraudulent credit cards in their possession along with an Audemars Piguet Offshore diver watch valued at approximately $16,000.00 from Tarrytown Jewelers. The watch had been purchased with a fraudulent card. They arrested Quatye Alexander dob: 8/24/76, Pauline Foo dob: 9/11/81, and Michael Manning dob: 2/9/84 all from Brooklyn, NY for Criminal Possession of a Forged Instrument in the 2nd degree (D-felony) and Criminal Possession of Stolen Property 3rd degree (D-Felony). Alexander, Foo, and Manning were booked and processed at Greenburgh Police Department and later arraigned in Greenburgh Town Court. All parties were remanded to County Jail.
Mischief:
A woman who lives on Boulevard reported that her house was egged at 10:30 pm on September 6. She said she heard a loud thud but did not see anyone outside. The following morning she found that eggs had hit two windows.
A Cooper Road man reported that someone backed up a truck into the post of his gate and knocked it over on September 7th. The truck backed up through a flowerbed and hit the post.
A Horseguard Lane woman told police that the license plates were stolen off her two mopeds on two different dates this summer. On 8/7 she parked her gray moped on Greenacres Avenue and when she returned 8 hours later the license plate was gone. On 8/17, the license plate was stolen off her blue 2001 Vespa when it was parked in the same location.
Identity Thefts:
A Rectory Lane woman reported that someone used her personal and credit card information to purchase an HP laptop computer on July 28th. The laptop was delivered to her home on August 3rd. She cancelled her credit card and returned the laptop.
When a Walworth Avenue man attempted to file his 2014 tax return on September 4, the IRS informed him that someone had used his name and social security number to file a return in July. He came to the police to file a report.
Threats:
A customer reported that an employee made a rude remark to her when she was shopping at DeCicco's on September 5. She believed it was threatening. Police spoke to the customer and the employee and determined that the comment was misinterpreted.
On 9/5 Crossway residents reported the receipt of threatening phone calls from a man named Ron who was selling solar panels. He used foul language and said, "This is death. I need to get you guys at XXXXXX Road. Ha ha ha ha. See ya." Police advised them to record future calls and document incoming phone numbers.
Animals:
Coyote: Brittany Close residents reported seeing a coyote behind #11 on the afternoon of 9-3. Police were unable to locate the coyote.
A German shepherd and a pit bull were spotted on Stratton Road at 7:30 am on September 6. Police found the dogs but were unable to catch them. They followed the dogs to Saxon Woods Golf Course and then met a White Plains woman who was looking for the two dogs. The woman's husband secured the dogs and was given a summon for "Dogs at Large."
Possum: Police went to a home on Dobbs Terrace at 9:20 pm on 9/7 when the resident reported that a raccoon was stuck behind her grill. Police found a small possum that fled when they spotted it.
Party:
Police received a call about a loud party going on at 10 pm on September 6th. They found the party on Sycamore Rad and asked the party coordinator to have the DJ lower the volume on the music.
Summons:
Police stopped an 80-year-old Scarsdale man when he was driving on the Post Road on the morning of 9-6. The car had a suspended registration due to a lack of insurance. The plates were removed from the car and it was parked in the man's driveway. He was given a summons.
Evelyn Manzanares, age 31 of White Plains, was also stopped by police for driving with a suspended registration and without insurance on September 7. Scarsdale Police Blotter: September 8 - 15th

A Ford Jeep was towed away after colliding with a fence and tree on Farley Road in Greenacres
According to police the driver was driving up Farley Road, turned right onto Greenacres Avenue, hit the accelerator, drove onto the property of 102 Greenacres Avenue, and back onto Farley Road where he ran into a fence and a tree on the opposite side of the road. The police report says the cause of the accident was driver inexperience. The driver of the car was Miguela Castro-Perez , age 30 of Harding Avenue in White Plains. There were three passengers in the car.
More Accidents:
Someone drove into a retaining wall at a home on Palmer Avenue and damaged it overnight from Sunday September 7 – September 8. The driver left the scene without reporting the hit.
A stonewall on Griffen Road was damaged on September 8, also by an unknown driver. A resident told police she saw the car that hit the wall.
A school bus hit the mechanism that opens a gate at a home on Murray Hill Road on the morning of September 8. The mechanism was damaged but the bus was fine.
Candid Camera: A woman from Manhattan complained that a man asked her for directions on East Parkway in Scarsdale where she was walking on the evening of September 10th. While speaking to him she noticed that he was taking a video recording up her skirt using his cell phone.
Solicitors: Police received a call about two women going door to door on Griffen Avenue on September 10. Police stopped the woman who said that were "spreading the word of the Bible" and offering free religious literature. After police spoke to them they agreed to go spread the word in another jurisdiction.
Keep Out: Carman Road residents asked police to tell a former friend that she was no longer welcome in their house. The friend had been stopping in but had a verbal dispute with the Carman Road residents and they wanted her to stay off their property. Police returned the woman's items along with a note asking her to avoid stopping by on September 10th.
Identity Thefts:
Cayuga Road residents reported on September 8 that someone had used their social security number to file a fraudulent tax return for 2013. On 9/9 a Madison Road woman also reported that a fraudulent tax return was filed using her social security number.
A Chesterfield Road woman reported that someone used her personal information to open a credit card at Toys 'R Us and purchase $700 of merchandise from the store in Stamford, CT on 8/29/14. Another card was opened in her name at Walmart where $800 in purchases were made. The suspects also attempted to open accounts at Target and Best Buy but were denied.
A Seneca Road woman reported that a check she had written to pay fees at Scarsdale Golf Club was cashed by someone else. The memo area of the check was altered and the club had no record of the person who cashed the check.
Missing:
A young lady from Jefferson Road reported that she lost her cream-colored wallet , containing her German id card, credit cards, health card, and $6 on September 10. She believed she left it at the Shell Gas Station on the Post Road but when she returned there an hour later it was gone.
An Edgewood Road man reported that someone took a set of keys to his house, car and office on the morning of September 12th. He told police he left his keys and cell phone on the kitchen counter around 8 am and when he returned to the kitchen at 9:30 am the keys were gone though the cell phone was still there.
A Mamaroneck Road woman also lost her wallet containing $100 in cash and credit cards on September 7th. The last place she used it was Balducci's.
A Brite Avenue woman told police that two planters were removed from the front of her home sometime between 9/9 and 9/11.
Innes Road residents reported that a marble gray cat with a blue collar was missing on September 13th.
A Greenacres mother reported that her son left his Samsung Galaxy Nexus phone at the Greenacres Playground on September 9 and returned to the park the following day but did not find it. The staff of the school did not find it – and the location device showed it was in White Plains.
Damage: On 9/9 a Hillview Drive woman reported that a glass table on the deck was broken. Police inspected and found no evidence of criminal activity.
Signs: Wodraska Roofing Co received a summons for posting a sign on Weaver Street on September 8, 2014.
Loud Parties:
At 11:50 pm on September 13 police received a noise complaint about music at a home on Rock Meadow Lane. They went to the house where the resident said he was having a live band play for a birthday party. Police informed him about Village code and the man agreed to ask the band to stop for the night.
Just after midnight on 9/14 police received a complaint about a noisy party on Dickel Road. They went to the house and the homeowner agreed to turn off the music outside.
Arrests:
Ashley Molina, age 22 of Fort Lee, N.J. surrendered to Scarsdale Police in response to a bench warrant on September 12th. She was released on $250 bail and given a court date of 9/17.
Griffin Findlay of South Salem was given a summons for driving a car with a suspended registration due to parking violations at 9 pm on 9/19/14. Dirty Laundry: A bag of laundry that was left outside a home on Walworth Avenue on the morning of August 25th for pick up by the dry cleaners was stolen before the cleaners arrived. The bag contained 5 pairs of pants and 8 shirts, valued at approximately $600.
Burglary on Springdale Road: Police responded to an alarm at a house on Springdale Road at 4:40 pm on August 28 and found that the glass on the back door was shattered. Inside, a safe in the master bedroom was open and empty. The rest of the house appeared to be undisturbed. The resident said several watches were taken from the safe as well as an envelope containing $150 which was taken from a drawer in the bedroom.
Arrests:
Brooklyn Man Arrested for Identity Theft: Police arrested Adrian Smith age 19 of Bedford Avenue in Brooklyn on August 28 for identity theft, possession of forged instrument and grand larceny for cashing $6,830.76 in forged checks from a Mamaroneck Road resident's account. A representative from the bank where the checks were cashed provided the Scarsdale detective with a name and address for the account holder on the forged checks. Police went to the man's house to arrest him. When presented with the checks, Smith said, "oh I received those in the mail from somebody." Smith was brought to Scarsdale where he was booked and processed and arraigned before Judge Arlene Katz who set bail at $15,000. Since he could not make bail he was taken to the Westchester County jail.
Joshua Eugene Simmons, age 40 of Philadelphia, PA was arrested for driving under the influence, unlawful possession of marijuana and refusing to take a chemical text on August 26 after he crashed into a tree while driving on Popham Road. Police followed Simmons to the ER following the accident. Simmons did not remember where he was prior to the accident and admitted to smoking marijuana. He was confused and did not know why he was in the hospital and had impaired perception. Police seized one marijuana cigarette, towed Simmons car and arrested him.
Death: Robert Moss, age 90 of Butler Road passed away on the morning of August 27 at his home. His home health aid notified the family and the police when Ross stopped breathing at 6:30 am. His doctor said he would sign the death certificate and his body was taken to Ballard-Durand funeral parlor.
Accidents:
A Scarsdale woman driving north in the left lane on the Post Road at 8 am on August 30 hit a police car after the policeman put on his emergency lights and made a u turn. The police car cut her off and she hit him. Both cars had to be towed after the accident.
A Mamaroneck woman lost control of her 2014 Toyota at 8 pm on Saturday August 30th while driving east on Mamaroneck Road. Her car jumped the curb and then collided with a telephone pole on the south side of the street.
A White Plains woman who was driving east on Fenimore Road at 1:30 on Tuesday August 26th, lost control of her car, ran into the curb and got two flat tires on the right side of the car and damaged the body of the car. She said she was looking at the radio to change stations when the accident occurred.
A Yonkers man drove into the traffic median in front of 8 Corell Road on the morning of August 27th because he was looking at his cell phone while driving.
Dog: A Hamilton Road woman ran over a dog on Hamilton Road at 4 pm on Friday August 29th. She said she felt her car roll over something and stopped to see what happened. She then realized it was a dog who died before police arrived. The dog belonged to another Hamilton Road resident and was taken to White Plains animal hospital.
Wasp: A Larchmont woman drove into another car on Weaver Street on the afternoon of August 28 when she said a wasp flew into her car. She attempted to get rid of the wasp, lost control of the car and hit the car which was driven by a Brooklyn man.
Found: A BMW car key with a Burke Smart Fitness tag was found in front of the Scarsdale Post Office on Chase Road on the evening of 8/27 and turned over to police.
