Police Report: Connecticut Man Arrested for Drunk Driving on Post Road

DWI Arrest: On March 9, at 4 a.m., police arrested Jose David Felix Orozco, 34, of Torrington, Connecticut, on charges of operation of a motor vehicle while intoxicated (with a prior conviction), aggravated driving while intoxicated with a blood alcohol content of .18 or more (with a prior conviction), moving from lane unsafely and having an open container of alcohol in a motor vehicle on a highway. The arrest came after Orozco’s 2002 Jeep was observed swerving and repeatedly crossing the pavement markings on Post Road, and police made a traffic stop. Orozco told police he had consumed “a couple of shots” a few hours ago at a bar in White Plains. Police noted signs of intoxication including bloodshot and glassy eyes and an odor of alcohol on Orozco’s breath. Orozco failed field sobriety tests, and an alco-sensor test measured his blood alcohol level at .16. Orozco was arrested, and his car was searched. Police found several empty beer cans in the cars – some open and empty, and one full and closed. At headquarters, Orozco agreed to a Datamaster test, which subsequently measured his blood alcohol content at .19. A database check revealed Orozco had been previously convicted on DWI charges in 2017 in White Plains. Orozco was released with an appearance ticket and ordered to appear at Scarsdale Village Justice Court on March 13. His car was secured on Rugby Road, and he went home in a taxi.

A 91-year-old Tisdale Road resident died of natural causes at home March 5.
Stolen package
On March 6, a Farley Road woman reported a package had been stolen from her property on Feb. 20. According to tracking information, the package had been delivered on Feb. 20, at approximately 10:36 a.m. However, the woman never received it. It had been sent by her mother and contained “used items and clothing.” It was valued at approximately $250.
Identity theft
On March 3, a Murray Hill Road woman reported someone made fraudulent charges in the amount of $1,189.44, to her Bloomingdale’s account. She is following up with Bloomingdale’s fraud department.
On March 6, a Woodland Place man reported someone fraudulently changed the address and phone number on his eBay account. The man subsequently changed his password and credit card information.
Fraud
On March 7, a caller reported that his elderly Saxon Woods Road aunt was the victim of fraud. A marketing company had contacted the woman about medical back braces, which were shipped to her residence and billed to Medicare. The man said his aunt never authorized the purchase of the back braces. He contacted the company, and the company offered to send return shipping labels for the braces and issue an insurance refund.
Snow Shoveling
An intoxicated man was shoveling snow from a Parkfield Road driveway onto the street March 4. He said he was shoveling the snow because he had seen a “young boy” there struggling to shovel the driveway. When the boy’s father attempted to pay the man, the man allegedly got upset. At that time, the father called police. Patrol spoke with the intoxicated man and made sure he got home to his family.
Unattended Bags
On March 5, MTA police took possession of an unattended bag left on the Scarsdale train station platform.
A woman described as an Indian woman in her 20s, wearing jeans and a black denim jacket, went into a diner on Scarsdale Avenue and allegedly left to use the cash machine at a local bank. She left her belongings in the diner. She did not return for her belongings and management called police to inventory and collect the woman’s belongings. The manager of the diner said the woman might have been under the influence of drugs based on her behavior.
Doorbell
A Haverford Road resident reported someone came to the door, rang the doorbell and ran away March 6. Patrol canvassed the area but did not see anyone on foot.
Footprints
On March 7, a Cayuga Road resident reported footprints in the snow around her house. The footprints led to a side window and came to an end near a staircase leading to the basement. No signs of forced entry or tampering were detected. The resident said she would reach out to service workers to see if the footprints were made by one of them.
A Harcourt Road woman noticed her backyard gate was open when she let her dog outside March 9. The gate is normally kept closed and locked, she said. She also saw footprints in the snow near the gate, which she believed had not been there before.
Pedestrian Hit
A white BMW rolled over the foot of a girl, born in 2007, while the girl was crossing Heathcote Road at 3:10 p.m., March 5. According to the girl, the BMW driver stopped to let her cross the street, but then rolled over her left foot before she finished crossing. The BMW driver did not stop to report the accident. The accident caused minor pain in the girl’s foot but no visible injury.
Cars and Roadways
Police picked up a loose fiber optic cable on Madison Road and placed it by the curb March 4.
Patrol moved fallen branches or fallen trees from Woods. Wayside and Eastwoods lanes, Huntington, Palmer and Greenacres avenues and Fox Meadow, Wheelock, Post, Pinecrest and Mamaroneck roads March 4.
Large branches from a privately owned tree fell on a parked car in a Sage Terrace driveway March 4. Police advised the car’s owner to contact her insurance company.
Electrical wires fell or got tangled in tree limbs on Fox Meadow, Olmsted, Mamaroneck, Burgess, Brookby, Franklin, Sherbrooke, Johnson, Hampton, Post, Murray Hill and Meadow roads March 4. Police taped off dangerous areas and notified Con Edison.
Snow covered bamboo stalks were leaning into the roadway March 4. Police shook snow from the bamboo so the stalks were able to stand upright and no longer obstruct the roadway.
Verizon was notified about low-hanging or fallen wires on Barry, Mamaroneck and Rochambeau roads March 4.
Police directed traffic at the intersection of Palmer Avenue and Secor Road while the traffic light was out, pending the installation of temporary stop signs March 4.
Police asked a driver to move his car to another parking spot in the Christie Place garage in order to allow the highway department to repair a broken light fixture March 6.
Patrol notified Verizon about fallen wires on Kingston, Canterbury and Brown roads March 7 and on Nelson Road March 8.
Police issued a parking summons to the driver of a car parked in front of a driveway March 7.
Police issued two summonses to double-parked trucks on Christie Place March 8.
Police issued summonses to two drivers driving the wrong way on Boniface Circle, a one-way street, March 8.
Ten car accidents were reported in the village during this reporting period.
Dogs and wildlife
On March 4, a caller reported a dog went into a pond by Hitchcock Church at Greenacres and Walworth avenues. The dog was removed from the pond and went home with its owner.
A Cooper Road dog was barking intermittently March 8. Police spoke to the owner who brought the dog inside. No summonses were issued.
A Spencer Place business owner called police to ask for assistance with a “dying bat” located in front of the business March 9. Police used a shovel to remove the bat from the sidewalk and place it in a wooded area on East Parkway.
A caller complained about incessant barking from a Ridgecrest East dog March 10. Patrol contacted the dog’s owner, who asked a key holder to pick up the dog and take care of it, so it would stop barking March 10. Police issued the owner a summons.
Lost and found
On March 9, a person found a Toyota car key on Wayside Lane and gave it to an officer at the police substation. Police notified the owner who responded to headquarters to pick up the key.
Firefighters
According to Scarsdale Fire Chief James Seymour, firefighters responded to 22 incidents during this reporting period.
On March 4, firefighters responded to a report of an indoor gas odor inside an Aspen Road house. Upon firefighters’ arrival, the homeowner said her house had partially lost power and the stovetop was leaking gas. Firefighters confirmed partial power loss in the house, including power to the stovetop igniter. As long as the burners were in the “off” position, there was no leaking gas. Con Edison arrived to investigate further.
On March 3, a Rock Creek Lane resident reported an inside odor of gas during a power loss. The resident further said she was unable to ignite her gas burners due to the fact that they were controlled by electric igniters. Firefighters turned the incident over to Con Edison.
Firefighters assisted with a rollover car accident on Post Road March 7. The driver was able to self extricate from the car and was treated by Scarsdale Volunteer Ambulance Corps and transported to White Plains Hospital Center. Firefighters stood by for a tow.
On March 10, firefighters assisted Greenville Fire Department with an apartment fire on Central Avenue March 10.

Police Report: UPS Driver Followed, Package Stolen from Graham Road Porch

Stolen : A caller reported a man in a white SUV, possibly a BMW X-5, just stole a UPS delivery from a Graham Road front porch March 1. The package contained a $15 jar of almond butter. The theft was recorded by the resident’s home security camera. Video footage shows the suspect stealing the package shortly after it was delivered, leading detectives to believe the suspect was following the UPS delivery truck. The suspect was described as a dark-skinned man – either Hispanic or African-American – with a small ponytail, wearing a dark jacket, jeans, white Adidas sneakers and a dark baseball cap with a gold emblem on it. The white SUV was driven by another suspect who could not be clearly seen in the video. Police took photographs of the suspect’s footprints. Detectives are investigating,
Larceny
The owner of 7-Eleven, on Scarsdale Avenue, reported an employee did a card swipe of over $1,000 from the store’s ATM machine and used the money to refill a pre-paid Green Dot Visa card on Feb. 25. On that day, the store’s cash register was over $1,000 short. The employee’s actions were captured on video surveillance. Police are following up.
Identity theft
On Feb. 27, a Wildwood Road woman reported someone called her claiming to be from Bank of America to report that a fraudulent line of credit had been opened in her name. She was given a case number advised to contact Equifax to report the alleged identity theft and was given a telephone number to make the report. She called the number and provided her date of birth and full Social Security number before the call was disconnected. She tried to follow up with a Bank of America representative at the local Scarsdale branch and learned the case number and Equifax number she was given were fraudulent. She then learned the scenario was a scam. Police advised her to monitor her accounts and to legitimately report the incident to Equifax.
A Weaver Street resident reported an unknown suspect had defrauded her March 2. The suspect illegally withdrew $2,107.05 from the resident’s bank account and issued a fraudulent check in the amount of $2,450.
Arrest on warrant
On March 3, police arrested Daniel Smith, 39, of Valhalla, on the strength of an active arrest warrant issued out of Scarsdale. The warrant had been issued when Smith failed to appear to resolve vehicle and traffic charges. On March 3, Smith was picked up by White Plains police for an unrelated reason, and WPPD notified Scarsdale police who then picked up Smith from White Plains. Following his arrest processing in Scarsdale, Smith was released with an appearance ticket for Scarsdale Village Justice Court.
Scofflaw
A Mohegan Lake driver with scofflaw status resulting from $900 in unpaid parking tickets was observed parked in the Christie Place garage Feb. 27. Police had the car towed to the police impound lot.
Help
A Heathcote resident surrendered two rifles for destruction Feb. 25.
Police mediated a dispute between a driver and a pedestrian on East Parkway after the driver allegedly almost hit the pedestrian, and the pedestrian allegedly hit the driver’s car Feb. 28.
An elderly man was found walking on Walworth Avenue March 1. He said he had just moved to the area and got lost on his way home from the store. Police provided the man with a courtesy ride back to his house.
Cars and roadways
On Feb. 25, a roadway barricade blew into Post Road. Police removed it and tied it to a pole.
Cable and phone providers were notified about fallen wires on Brown Road and Windmill Lane Feb. 25.
A tree fell on an unoccupied car parked in a church parking lot on Heathcote Road Feb. 25. The tree caused damage to the car’s hood and windshield.
Police put caution tape around a fallen tree on Corell Road Feb. 25. The highway department was notified for removal.
A woman accidentally locked her keys inside her running car parked on Garth Road Feb. 26. Duty tow responded to unlock the car.
A man was found “resting his eyes” in a parked car with its ignition running in a Palmer Avenue parking lot Feb. 26. Police checked on him and determined he was OK. He decided to leave the area.
A car ran out of gas at Griffen Avenue and Weaver Street Feb. 28. Police directed traffic until a friend brought gasoline to the driver, to refill the car’s gas tank.
Police removed a fallen branch from Kensington Road Feb. 28.
Police stood by while a disabled car was towed from Post and Crane roads March 2.
Patrol notified Verizon about a fallen wire on Madison Road March 2.
Police called a tow for a driver with a flat tire on Mamaroneck Road March 3.
Con Edison was notified about fallen power lines on Montrose Road March 3.
Eleven car accidents were reported in the village this week.

Police reunited a loose black Poodle with its Ross Road owner March 2.

A Paddington Road woman reported losing a license plate from her car March 3. Police directed her to the NYS DMV.
Firefighters
According to Scarsdale Fire Chief James Seymour, firefighters responded to 16 incidents during the reporting period. He shared the following details below.
On Feb. 25, a large tree fell on a Kelwynne Road house. The impact caused a portion of the roof to collapse and shifted some of the walls. No injuries were reported. Occupants were instructed to leave the house and stay away until repairs could be made. The building department is following up.
On Feb. 26, high winds blowing through a chimney flue created a smoke odor in a Post Road house.
A gas leak was reported on Sycamore Road Feb. 26. Firefighters assisted Con Edison in making entry to at least seven houses on Spier and Sycamore roads. No gas migration was detected.
Firefighters assisted with a rollover car accident on the Bronx River Parkway Feb. 26.
Firefighters stood by for Con Edison at the site of a hissing outdoor gas meter on Shawnee Road Feb. 27.

Police Report: Pranksters Drive on Fox Meadow Field

Arrest on warrant: On Feb. 22, Akeim Blake, 22, of Yonkers, surrendered at headquarters and was arrested on the strength of an active arrest warrant related to an unresolved vehicle and traffic offense issue dating back to 2017. Blake paid $100 cash bail and was instructed to appear at Scarsdale Village Court.
D.O.A.
A 92-year-old Saxon Woods Road woman died at home in her sleep Feb. 20.
A 93-year-old Bell Road man fell on the basement stairs in his house and died Feb. 20.
Criminal mischief
On Feb. 19, a school official reported that someone drove a car onto the Fox Meadow School field, on Brewster Road, made several looping patterns with tire tracks and caused approximately $5,000 in damage to the lawn.
Dispute
A taxi driver picked up a woman in Manhattan and drove her to a Fairview Court house, where a relative of the passenger allegedly lived. The woman said she had no money to pay the driver but would get some money from her relative inside the house. The driver called police, and police stood by while the relative made payment.
Help
One village resident went to headquarters and turned in a firearm for safekeeping Dec. 19.
Police checked the perimeter of a Myrtledale Road house after the homeowner reported someone rang her doorbell at 12:45 a.m., Feb. 20. Police found no sign of suspicious activity.
On Feb. 22, police stood by while a man removed his belongings from a Fox Meadow Road house, as per an order issued in family court.
A Lawrence Road resident returned home after a few days and noticed his screen door was open Feb. 23. He called police and said he did not believe he left the door that way.
Cars and roadways
A truck got stuck on a Brown Road property Feb. 20. The driver was able to release the truck with the assistance of some construction workers who were on a nearby job site.
Police notified Con Edison and the highway department about a large fallen tree limb on Rural Drive Feb. 21. The limb damaged a transformer.
Police and highway workers removed fallen branches from Mamaroneck and Tompkins roads Feb. 21.
Con Edison was informed about a fallen tree branch in wires on Brite Avenue and Tory Lane Feb. 21.
A barricade for falling ice was set up at Popham and Garth roads Feb. 21.
On Feb. 22, police conducted a traffic stop on Weaver Street and issued a Bronx driver summonses for operating a motor vehicle with a suspended registration, operating a motor vehicle without insurance, aggravated unlicensed operation of a motor vehicle and third-degree unlicensed operation of a motor vehicle. The car was towed to the driver’s workplace in Scarsdale, and police removed the car’s license plates.
On Feb. 22, police notified the highway department about pothole complaints on Sycamore and Spier roads and placed a traffic cone inside one of the potholes.
Police notified Verizon about a fallen cable wire on Weaver Street Feb. 22.
Police placed a traffic cone inside a large pothole on Sheldrake Road and notified the highway department Feb. 23.
Three car accidents were reported in the village this week.
Village code
On Feb. 23, a caller complained of noise coming from a job site on Park Road at 9 a.m. Police went to the scene and advised the workers about village code. The workers were told they could only start work at 10 a.m. that day. They ceased work and said they would wait until 10 a.m. to begin.
Lost and found
On Feb. 20, a Lawrence Road woman reported she noticed her wallet was missing from her purse on Feb. 17. She last saw the wallet when she used it on Feb. 16. It contained a Social Security card, driver’s license, credit cards and a small amount of cash. All the cards were cancelled.
A Walworth Avenue passenger in an Uber found a wallet in the car and notified police Feb. 21. The Uber driver used a photo ID in the wallet to identify the owner as his last passenger, a man who had been dropped off in the Bronx. The Uber driver sent the passenger an alert about the wallet, and police took the wallet for safekeeping, pending pickup.
Firefighters
On Feb. 20, firefighters assisted at a car accident involving a pole and fire hydrant on Greenacres Avenue.
On Feb. 21, firefighters responded to a gas odor in the basement of a Stratton Road house. The burner shut down, and was gas shut to unit due to a damaged flue pipe. Con Edison was called to the scene.
On Feb. 22, firefighters called Con Edison about a possible interior gas leak on Gaylor Road. A leak was detected at the meter in the basement.
A child accidentally got locked in a Cohawney Road bedroom Feb. 22. Firefighters were able to open the door without causing any damage. The child was released unharmed.

Police Issue Alert for Package Thief on Graham Road

This in from the Scarsdale Police, March 1, 2019:
On Friday, March 1st, 2019 at 12:15 PM, the Scarsdale Police Department received a report of a package theft that had just occurred on Graham Road. The complainant reported to police that within minutes after the delivery, the suspect pictured here exited a white SUV that was operated by a second suspect, and removed the package and returned to the SUV. The SUV then fled south on Graham Road towards Lincoln Road. It appears that the suspects were following the delivery truck. This incident is currently being investigated by Scarsdale Detectives. If anyone has any information on this incident, please contact the Scarsdale Police Department at 914-722- 1200.
Police Arrest Two Suspects for Petit Larceny. Locked Door Thwarts Graham Road Burglary Attempt

Arrested: On Feb. 13, police arrested Brianna Woolard, 19, of Pleasantville. She is accused of stealing $785 worth of gift cards from the 7-Eleven store on Scarsdale Avenue. The theft occurred while Woolard was working at the store as a cashier. She was charged with petit larceny. Following arrest processing, Woolard was released on her own recognizance and ordered to appear in court on March 13.
On Feb. 15, police arrested Rodney Yon, 52, of the Bronx; he was charged with two counts of petit larceny. Yon is accused of stealing makeup, razors and lotion from the CVS store on Popham Road on Jan. 4, 2019. He is also accused of stealing $$716 worth of Oil of Olay skin care products on Jan. 24. Yon was released from custody and is scheduled to appear in court on Feb. 27.
Attempted burglary
On Feb. 17, a Graham Road woman reported an attempted burglary at her house around 5:10 a.m. that morning while she was away. The incident was captured on a doorbell surveillance system. The video showed a dark-skinned man wearing a black hoodie, black gloves, black sweat pants and black basketball sneakers covering his face and attempting to open the back door of her house. He did not use force and left the property when the door did not open. As a precaution, police checked the interior of the house with the woman and canvassed other houses in the neighborhood.
Identity theft
A Greenacres Avenue man reported someone fraudulently changed his address with the post office and attempted to open a credit card in his name Feb. 14. The man learned about the address change after receiving a letter from the U.S. Postal Service.
On Feb. 16, a Hamilton Road man reported he was the victim of identity theft. He learned of the matter when he received a call from a Key Bank representative who had been assigned to a new account in the man’s name. The man never opened a Key Bank account and subsequently closed the fraudulent account.
Trash picking
An employee at a Mamaroneck Road school reported a man was going through the garbage dumpster Feb. 11. Police caught up with the man walking on Saxon Woods Golf Course and attempted to interview him. Despite a language barrier, police were able to ascertain that the man lived in the neighborhood and was going through the dumpster looking for toys and hats to give to his grandchildren. The man returned the items he removed from the dumpster.
Assistance
On Feb. 18, police stood by while a former Fenimore Road tenant went to his former rental residence and collected clothing and personal items from the yard.
Cars and roadways
On Feb. 11, police notified Verizon about a dangling wire on Griffen Avenue.
A car slid on ice and veered off Murray Hill Road Feb. 13. Police helped the driver maneuver the car back onto the road.
Police notified Verizon about an open fiber optic box on Heathcote Road Feb. 13.
A white Porsche was parked and locked with its engine running for several hours in Freightway Garage Feb. 14. Police notified the owner who said he would move the car upon returning from Manhattan. Police checked on the car periodically until the owner picked it up.
Patrol removed a piece of wood from Post Road Feb. 15.
On Feb. 15, police conducted a traffic stop of a 2017 BMW X6 that was being driven with a suspended registration and an expired inspection sticker. The car’s registration had been suspended in January for unpaid parking tickets. Police removed the license plates from the car, gave the driver a summons and arranged for the car to be towed to the owner’s address in Yonkers.
Police helped a pedestrian safely cross Weaver Street Feb. 15 and 16.
Two cars were stopped on the die of Mamaroneck Road because one car’s battery had died and the owner was attempting to jump it Feb. 17. Police stood by until the car was ready to drive away.
A man sleeping in his parked car on Christie Place told police he was napping between jobs at 5:15 p.m., Feb. 18. Nothing suspicious was observed.
Six car accidents were reported in the village this week.
Village code
On Feb. 15, police advised a group of kids that they were not allowed to be on the Edgewood School playground after dark. The kids then dispersed.
A Carthage Road resident was issued a summons for parking his car on his lawn, in violation of village code, Feb. 17.
Lost and found
A Crane Road resident reported losing two license plates from a leased vehicle Feb. 11.
A Brewster Road resident reported losing her iPhone and driver’s license somewhere in the village Feb. 13.
A passerby found a wallet on Fenimore Road and gave it to police for safekeeping Feb. 17.
Firefighters
According to Scarsdale Fire Chief James Seymour, firefighters responded to 22 incidents this week. Seymour shared details as follows:
On Feb. 11, a Wheelock Road caller stated they had used the fireplace last night, closed the flue and went to dinner. Upon returning home, they encountered a house full of smoke. They ventilated the house and slept with the flue open. On Feb. 11, they called firefighters to evaluate the lingering smoke odor. Firefighters determined the smell was a residual odor from the previous night and advised the homeowner to “air out” the house.
Firefighters assisted with a car accident on Griffen Avenue Feb. 11.
On Feb. 13, a Nelson Road alarm went off. Firefighters found paper left in the oven was burning and creating an odor. While investigating the matter, firefighters and Con Edison personnel discovered that the dryer vent was not properly attached to the gas dryer. The matter was turned over to Con Edison.
On Feb. 15, a malfunctioning boiler in a Mamaroneck Road school caused Con Edison to shut it down and red tag it.
On Feb. 17, a pinhole leak was detected in a boiler system in a Reimer Road house. Firefighters drained the boiler, shut it off and advised the homeowner to call a plumber for service.
On Feb. 18, a Popham Road manhole was smoking and emitting flames and “popping” sounds. Firefighters determined there had been an explosion and stood by for Con Edison. Police closed off traffic to the affected portion of the roadway. Firefighters checked nearby buildings to make sure the fire had not spread to adjacent structures.
